PUBLIC PARTICIPATION AT BOARD MEETINGS:

The Board desires citizens of the district to attend its sessions so that they may become better acquainted with the schools and so that the Board may have the opportunity to hear the wishes and ideas of the public.

The following procedures shall be used:

1.0 District residents, residents of sending school districts
and employees may speak on items on the written Board
agenda. The chairperson has the discretion to limit the
time each person has to speak. The speaker is expected
to identify himself or herself before addressing the
issue being discussed.

2.0 Other persons may address the Board at its discretion.

3.0 Any individual or group desiring an agenda item must
submit the request in writing to the superintendent
stating the reason for the request and topic to be
considered. The superintendent in consultation with the
chairperson will have any reasonable request to address
the Board on the written agenda of the next meeting at
which time is available.

4.0 Undue interruption or other interference with the orderly
conduct of board business will not be allowed. Defamatory or abusive remarks are always out of order.
The chairperson will terminate the speaker's privilege of
address if, after being called to order, he/she persists
in improper conduct or remarks.

5.0 At public Board meetings, no person may orally initiate
charges or complaints against individual district
employees or challenge instructional materials used in
the district. All such charges, complaints or challenges
shall be presented to the superintendent or Board in
writing, signed by the complainant. All such charges, if
presented to the Board directly, will be referred to the
superintendent for investigation and report.
