COUNSELING SERVICES/INDIVIDUAL EDUCATION PLAN:

1.0 For a student to be considered for counseling services in
an educational plan, with the primary disabling condition being a learning disability, there must be a
secondary emotional condition which prevents learning
even with an appropriate individualized program. This
should be documented by psycho-educational testing. When
a student is behaviorally or emotionally disordered, the
following guidelines should be applied:

1.1 it must be apparent that the student is unable to
benefit from special education without these
services,

1.2 the students must be eligible for special education
services;

1.3 all appropriate procedures must have been completed
for evaluation etc. as specified in PL (101-476)
and the Vermont State Rules for special education.

2.0 The school will determine which counselor is to be used
with the understanding that student and parental con-
currence is important to counseling success. The parent
must sign a release form to allow the counselor and
student to share appropriate information with the school.

3.0 When a counseling component is written into an
educational plan as a related service, the following must
be included for it:

3.1 clearly stated outcome goals in observable,
measurable behavioral objectives;

3.2 clearly described progress goals at specified
intervals;

3.3 a schedule for written progress reports from the
counselor;

3.4 duration, cost, and description of specific service

being provided.

4.0 A written service summary is expected from the counselor
at the conclusion of service.


5.0 If the student fails to show progress or consistently
refuses services, the team should reconvene to determine
if continuation of counseling is appropriate. Documentation of specific times and details of refusal or
non-compliance with provided service by parents and/or
students must be kept in writing.

6.0 Psychotherapy is a related service; psychiatric services
are not, since these services require a licensed
physician. (If the service requires a physician, it is
not a related service. Medical service is not the
responsibility of the school.) The counselor must show
appropriate credentials and may be requested to provide
references or other evidence of capability.

7.0 Parents can be required to utilize their insurance
coverage as long as:

7.1 there is no increase in their premium as a result,

7.2 there is no impact on life-time coverage,

7.3 there is no deductible that parents must absorb.
(However, it is appropriate that the school can pay
the deductible and the parent pay the balance if
conditions 1 and 2 above are met for insurance
coverage.)

7.4 parents can be requested to provide a letter from
their insurance company that their insurance would
be adversely affected.

8.0 No provision of psychological services may be agreed to
without prior review and agreement by the Director of
Special Services.
