ADMISSION OF NON-RESIDENT STUDENTS

The superintendent of the Spaulding High School Union District may admit individual students who live outside of the limits of the district on the following basis:

1.0 Parents or guardians, or, if the student is 18 years of
age or older, the student must file a timely written
request for the student to attend the Spaulding High School Union District with the Superintendent of Schools
prior to admission. The request must state the reasons
for the request and indicate a willingness to pay the
approved tuition rate. In all but unusual circumstances,
the request must be received by the superintendent at
least ten (10) days in advance of the beginning of the
semester for which admission is sought.

2.0 The superintendent will discuss the request with the
principal and notify the person making the request of
his/her decision. If the request is granted, the super-
intendent will notify the person making the request of
the tuition rate, of district billing procedures, and the
district's policy on transportation.

3.0 Tuition payments by private individuals are to be made
with 1/2 paid at the time of enrollment, and 1/2 due on
the first day of second semester. Payment shall be made
by check in favor of the Spaulding High School Union
District. The cancelled check shall serve as proof of
payment.

3.1 The school system will not refund payments except
for extraordinary reasons as determined by the
superintendent.

3.2 The only exceptions to this payment schedule shall be tuitions paid by a school district or a govern- ment agency.

4.0 Tuition may be waived by the superintendent for 20 school
days in cases where the parent or student over 18 years
of age shows good intention to establish residence in the
Spaulding Union District prior to school opening in the
fall but is unable to do so due to circumstances beyond
their control, or when a parent or a student over 18 years of age or older is a resident but is required to
move outside the city before the end of the school year.

4.1 Tuition wavers of more than 20 school days must be
approved by the Spaulding High School Union District
Board of School Directors.

5.0 Admission approval shall end with the school year in
which attendance is permitted and a timely request must be made for the following year if continued attendance is
desired.

6.0 Acceptance of non-residence students is not automatic and
may be denied by the superintendent when admission does
not appear to be in the best interest of the student or
school district. Reasons for denials may be, but not limited to, the following, as determined by the super-
intendent in his/her discretion:

6.1 Class size, available facilities or existing staff
will not properly accommodate additional students.

6.2 The student would require services beyond what is
offered in the school.

6.3 There is documentation of behavior or circumstances
which are determined to be detrimental to the
operation of the school.

In cases where the superintendent denies admission to a
non-resident student, the request may be appealed to the
Spaulding High School Union District Board of School
Directors whose decision shall be final.

7.0 In the case of Special Education students, all necessary
evaluations and services pursuant to an IEP will be
provided for or paid by the sending school or in the case of private placement, by the parents, guardians or
the student when the student is 18 years or over.

8.0 In the event that education needs of the student change
during the course of the school year, the sending school
or in the case of a private placement, parents, guardian
or a student, when the student is 18 years or over, will
be financially responsible for the cost of any additional services which become necessary and a new
agreement will be necessary for the continued attendance
at Spaulding High School Union District.

9.0 Students that are determined to be eligible for special
education services will receive appropriate services with the following conditions:

9.1 The Spaulding High School Union District system
will convene a local team to develop and implement
an IEP.

9.2 All necessary special and related services will be
arranged by the town of legal residence.

9.3 The town of legal residence will be responsible for
the cost of any required evaluations and excess
cost of services.

9.4 The town of legal residence will be responsible for
all costs associated with a due process hearing,
including fair compensation to the Spaulding High
School Union District for any lost staff time
associated with participation in a due process
hearing.

9.5 Should specialized related services be unavailable
in the Barre City area, the Spaulding High School
Union District reserves the right to work jointly
with the town of legal residence to promulgate an
IEP that will effect a placement change. This will
be done according to the concept of a free appropriate education in the least restrictive
environment.
