ALCOHOL AND DRUG ABUSE ON SCHOOL PROPERTY OR AT SCHOOL ACTIVITIES - STUDENTS

1.0 Statement of Philosophy

It is the philosophy of the Spaulding High School Union
District that the greater the knowledge all students have
about the effects of substances on the human mind and body, the better they will be able to make decisions
concerning the use or non-use of these substances, and
the less likelihood there will be of abuse.

The use of drugs and/or alcohol and the unlawful possession of legally controlled substances, as defined
by federal or state statute, on school grounds or at
school sponsored events is harmful and unacceptable.

Beginning at the ninth grade and continuing through the
twelfth grade, age-appropriate factual information about
alcohol, drugs and other substances will be included in
the curriculum. Also included will be value concepts
designed to help a student make choices that enhance his/
her life rather than restrict it.

2.0 Cooperative Agreements with the Larger Community

In initiating its substance abuse prevention program into the existing curriculum, the school district will utilize relevant community resources, including parent groups as
well as social service agencies. The principal and
vocational director will be responsible for the design and implementation of specific programs to be presented
and services to be provided at each grade level. The
curriculum will reflect suggestions from parents, teachers, principals, students and community groups.

The school district will cooperate with appropriate
community agencies in stopping existing abuse and will
reasonably assist those community agencies in providing
special treatment for existing abusers. The principal and vocational director will be responsible for directing

the special procedures.

3.0 The Spaulding High School Union District will provide
for the care of students durin any suspected substance
abuse incident until the parents and/or, if necessary,
other agencies are contacted. A climate shall be created and resources provided whereby students may seek
and receive counseling about alcohol, other drugs, and
related problems without fear of reprisals by a member
of the school staff.

3.1 Under the Influence of Alcohol or Drugs

3.10 The school establishes and maintains the
following procedures to deal with students
who may have an acute episode with drugs and/or
alcohol.

3.11 Abnormal and/or erratic behavior of a student:
The school staff member observing such behavior
shall notify the principal or the designate
representative of the behavior exhibited by the
student. It shall be the responsibility of the
principal and/or the designated representative
to observe the student and/or remove the student to the nurse's office. In the absence
of a nurse's office, an appropriate area should
be designated.

3.12 The nurse, or in the nurse's absence, the principal or designated representative shall
proceed as follows:

3.121 If an emergency that threatens that
student's life exists, the student shall
be taken to the hospital and the parent
or guardian shall be notified as soon as
possible.

3.122 If immediate medical attention is not
required, the parent or guardian shall
be notified and shall be required to
remove the student from the school.

3.123 If the parent or guardian is unable,
unwilling, or fails to respond, the

principal or designated representative
will take whatever steps are necessary
to remove the student from the school's
care and responsibility, using such
appropriate agencies as social services,
medical or law enforcement agencies.


3.124 Observation of the student on return to
school for continuing erratic behavior
will be required. The guidance counselor, school nurse, and staff may
all be included in the required
observation.

3.2 Possession, Distribution of Alcohol and Other Drugs

3.21 If a student is found possessing and/or using
alcohol and other drugs while under school
jurisdiction, the following procedures will be
followed:

3.211 The school administration shall be
notified immediately.

3.212 The parent or guardian shall be notified
immediately and requested to come to
school and take the student home. If
the parent or guardian is unable, unwilling, or fails to respond, the
principal or his designee will take
whatever steps are necessary to remove
the student from the school's care and
responsibility. The parent or guardian
shall be informed of the penalties for
the immediate offense and any subsequent
offense.

3.213 All other procedures taken by the admin-
istrator shall be within the confines of
the law. These may include but shall not be limited to:

3.2131 consultation with school staff
members

3.2132 consultation with mental health
personnel

3.2133 consultation with school nurse

3.2134 notification of appropriate law
enforcement agencies

3.2135 suspension in accordance with
established policy regarding
suspension


3.2136 referral to appropriate agencies
with compulsory personal
consultation involving student
and parent/guardian about the
problem as a condition of rein-
statement.

3.2137 referral to the School Board for
disciplinary action which may
include expulsion in accordance
with established policy regarding the expulsion.

3.22 If a student is seen distributing alcohol or
other drugs on school property or at school
functions:

1. Appropriate law enforcement agencies shall
be summoned.

2. The parent or guardian shall be summoned.

3. Automatic suspension and immediate referral to the School Board for
disciplinary action which may include
expulsion in accordance with established
policy regarding expulsion.

3.3 Reported or Suspected Use

3.31 There shall be an initial confidential
relationship between the school staff member and the student. The staff member
may be any adult in the school that a
student may relate to.

3.312 The school staff member shall use
his/her best judgement to decide
which of the avenues listed below
to initially follow:

3.3121 To listen and discuss in
confidence the situation
as related by the student.

3.3122 To urge the student to talk
to parents or guardian.

3.3123 To consult with or refer
the matter to the admini-
stration, nurse, guidance
counselor and/or other
appropriate personnel.

3.313 Unless there is compelling reason
to believe it is not in the student's best interests to do so,
the school personnel will see that
the parents or guardian are informed in a timely fashion.

4.0 Follow-up Procedure

4.1 A student who exhibits a continuing pattern of drug
and alcohol use and/or abuse will be provided with
an educational and/or counseling experience. The
involvement of teachers, counselors, school nurse,
and outside agencies may be used as is deemed
necessary.

4.2 Any referral to an outside agency shall conform to
established policy for parental involvement and
consent.

5.0 Prescription Drugs and Over-the-Counter Medications

It is the general policy of Spaulding High School Union
District to not have its employees administer medications
to students or to allow medication brought in by students
for the purpose of self-administering. However, it is
also recognized that many children are able to attend
regular school because of the effective use of medication
in the treatment of chronic disabilities or illnesses.
Therefore, medication shall be allowed in special circum-
stances when the following criteria are met:

5.1 Medication must be brought to school in a container
appropriately labeled by the pharmacy or physician;
name of student, name of medication and prescription
number, dosage, reason for giving, number of pills
or ounces to be dispensed and time of admini- stration.

5.2 All prescription drugs should be checked in with the
school nurse. If the school nurse is not in the
building, the drugs should be checked in with the
teacher, and the teacher will notify the nurse as
soon as it is convenient.

5.3 Over-the-counter medications:

5.31 For students under 13 years of age, over-the-
counter medications will be the responsibility
of the parents. The school will not stock
these, and they must be given before or after
school by the parents, rather than by school
employees.

5.32 Students over 13 years of age, who are beginning to take responsibility for their own
health care, may take over-the-counter drugs
in school with the knowledge of the school nurse.

5.4 Medication in school must be kept in a locked place safe from misuse by other students.

5.5 Parental permission must be obtained before administering drugs to students. A school employee
administering medication to a student should realize
that he/she is responsible for any medication he/she
administers.

5.6 Parents have the option of coming to school and
personally giving medicine to their children.

5.7 The nurse should be notified by students, parents,
or other staff if a student is on a long-term
medication not being taken in school. The nurse
will notify teachers of any affects on behavior of
these long-term drugs.
