1.                  Call to Order

 

In the absence of a Moderator, Spaulding High School Board Chairperson, Christine Conti, called the meeting to order at 6:40 p.m., which was held in the Spaulding High School and Barre Technical Center Campus Library, 155 Ayers Street, Barre, Vermont.

 

·        Article 1             To elect a moderator for a one-year term

 

The Moderator opened the floor for nominations.

 

John Santorello nominated Tess Taylor

 

On a motion by Mr. Santorello seconded by Mr. Storz, it was unanimously voted to elect Tess Taylor to serve as Moderator for a one-year term.

 

·           Article 2           To elect a clerk for a one-year term

 

The Moderator opened the floor for nominations.

 

Christine Conti nominated Donna Holden

 

On a motion by Mrs. Conti seconded by Mrs. Pope, it was unanimously voted to elect Donna Holden to serve as Clerk for a one-year term.

 

·           Article 3           To elect a treasurer for a one-year term

 

Christine Conti nominated Carol Dawes 

 

On a motion by Mrs. Conti seconded by Mr. Storz, it was unanimously voted to elect Carol Dawes to serve as Treasurer for a one-year term.

 

·        Article 4           To elect an auditors:  One for a three-year term

 

The Moderator opened the floor for nominations.

 

Nancy Pope nominated Burns Page  

 

On a motion by Mrs. Pope seconded by Mr. Storz, it was unanimously voted to elect Burns Page to serve as Auditor for a one-year term.

 

·        Article 5           To determine what compensation shall be paid to the officers of the district

 

On a motion by Mrs. Conti seconded by Mr. Storz, it was unanimously voted to adopt the salaries set forth as compensation paid to the officers of the district.

·        Article 6           Shall the voters of said Spaulding Union High School District #41 vote to authorize its Board of School Commissioners to borrow money, when needed, by the issuance of bonds or notes not in excess of anticipated revenue for the school year, to meet the expenses and liabilities of the school district?  

 

On a motion by Mr. Santorello seconded by Mr. Storz, it was unanimously voted to adopt Article 6, as presented.

 

·        Article 7           To present and discuss the proposed 2009-2010 budget which will be voted on March 3, 2009

 

The 2009-2010 budget of $11,595,605 (which included $390,500 grant funds that do not increase local taxes) was proposed to meet the current expenses of the High School Union District, consisting of Spaulding High School and the Barre Technical Center, for the fiscal year July 1, 2009 through June 30, 2010. 

 

The budgets shall be voted on March 3, 2009, between 7:00 a.m. and 7:00 p.m. by Barre City residents at the Barre City Auditorium, and by Barre Town residents at the Barre Town Middle & Elementary School.

 

The proposed budget and additional articles, which include 25,000 for a long-term roof maintenance fund, $50,000 capital reserve fund, and $42,500 for a School Police Officer, and the remaining surplus of approximately $108K to be used for tax stabilization in future years.  If approved, the budgets represented a school tax rate of $.99 for Barre City and $1.14 for Barre Town, including adjustments for the Common level of Appraisals (CLA) for each community. 

 

The Moderator ordered the Clerk to cast one ballot in favor of the assembly to accept the report, as presented.

 

·        Article 8          To do any other business proper to come before said meeting

 

None.

 

The Moderator ordered the Clerk to cast one ballot in favor of the assembly to pass over Article 8.

 

Hearing no other business, the Moderator called for a motion to adjourn.

 

·        Article 9          To adjourn
